About the Author: Kim Richard Nossal is one of Canada’s leading authorities on Canada and its place in the world. He is professor emeritus of political studies and a fellow of the Centre for International and Defence Policy at Queen’s University and author of a host of well-known books on Canadian foreign and defence policy.
